I found the following graph on the NOAA website. It is a graph of measurements taken by weather instrumentation on Solomons Island. You can clearly see the water and wind rising and the pressure dropping. Note also that the water level rose with the predicted high tide. Not a good combination. The instruments went offline just before midnight on 9/19.

Here is the same graph for the Bay Bridge Tunnel at the mouth of the Chesapeake Bay. Those instruments stayed online. On this graph you can see the wind direction change from NE to SW as the eye wall passed.

I received this picture on 9/22/03 via e-mail. The claim was that it was part of Hurricane Isabel but I do not have confirmation. Regardless, it is a very impressive picture of a storm at sea.
